The name, Edigar Mao Branca. You can translate something like this: Edgar White Hand.
This fella is a representative in Brazilian Congress and he insists on keeping his hat (a kind of cowboy hat) during the sessions of the parliament. He says he always used it – at any place – since he was a horse tamer, long ago!

Every time a Brazilian (or Arnie) say to you the best carnival in the world is in Rio de Janeiro, you can be sure this guy is either:
- A prick
- Spitful
- Clueless
- Joe Carioca showing Rio de Janeiro to Donald Duck in a 1942’s cartoon.
- All the alternatives above
By all scores the best carnival parties are either on northeastern states (Pernambuco, Bahia) or in southern Santa Catarina state (Camboriu or Laguna town). In Olinda, the top carnival of the block, you’ll never listen to or dance samba, instead you’ll see people dancing and singing Frevo, a very popular local rhythm. This video shows the story of a guy who shot her ex-girlfriend on the streets of Curitiba, capital state of Parana, southern Brazil. Guess what? There’s a big chance he won’t serve a single day in prison after his release before judgment, as Brazilian law is very permissive in these matters. If a criminal has never be imprisoned beforehand (his case), his first crime usually get a very light punishment - if it is punished at all. If he have a good lawyer, that’s it, free like a bird in a matter of months.
The criminal was caught some blocks away from the crime’s scene and he didn’t impose resistance to imprisonment . As you can see on the video, again nobody of the courageous fellow Brazilians around dared to help the injured woman.
The girl, despite her early age - 23 years old - was divorced and had 3 children from his first marriage: 2 toddlers and a 6 years old girl. By the ending of the video the (jackass) reporter asked the murder: “What do you think you deserve?”. And he answered: “Maybe the death penalty”. Detail: Brazil don’t have death penalty. In one to five years he’ll probably be free again.
